ngela Torrens
brings a wealth of experience to Rocklin city government.
She is a 22-
year career professional in local, country and statewide transportation, land
use planning and real estate development.
Born and raised in the Los Angeles area, Angela understands very well
the dangers of poor planning from which messy, congested traffic sprawl can
negatively define a region and community.
In the 70’s,
Angela began her college studies at Occidental College in Los Angeles. In l981 she began her career with a 5-year
job assignment for the General Counsel of the California State University
system, Chancellor’s Office. It was
during this period that Angela began taking law courses at Pacific coast
University of Law in Long Beach; her legal education was subsequently delayed
so she could enter state government as Deputy Commissioner for the Department
of Real Estate, Santa Ana, CA.
During the
decade of the 80’s, Angela joined the Southern California Association of
Governments (SCAG) and commenced a lifelong commitment to regional
transportation issues.
In l989, her
professional path took her to Sacramento where she quickly immersed herself
into grassroots organizing. Acting as
the planning liaison and President of North Laguna Creek Neighborhood
Association, her volunteer work centered upon proactive organizing, acting as a
liaison with city and county government officials.
Eight years ago,
in 2000, Angela was appointed by Sacramento County Supervisor as chair of a
local planning and development council, with responsibilities for creating a
collaborative engagement between local government and community neighbors.
In 2004, Angela
served on the 6-county regional transportation roundtable, SACOG, acting at the
forefront of transportation planning, including implementation of SACOG’s
blueprint principles for development.
From 2001 to
2004, Angela was appointed to the Sacramento Transportation and Air Quality
Collaborative, a diverse group of businesses, public agencies, environmental and
community groups focused on developing milestones for good land use and
transportation principles.
Angela resides
in Stanford Ranch with her husband, Steve, and two daughters; she has served in
various volunteer roles at Breen Elementary and has been a strong supporter of
Rocklin High School and its academic and extracurricular programs.
